should I pay the underpayment penalty for NY state tax?

I live in CT but work in New York.
I paid NEW YORK state tax in 2004.
I do not know why no any money was withheld from my salary in 2005.
It is zero in the item state tax in my w-2 table.
Should I need pay he underpayment penalty?
