question on Gift Tax

If I would send US$ over 22,000 ( maximum gift for a married couple) through the bank wire or writing the check to China, do I need pay gift tax? Is IRS stict with international money outflow?
TO ask those people who bought the house in China, how do you send the money back without paying gift tax? Appreciate your advice.
