You not necessarily get 抚养费 from him for you, but absulutely for your child if you two have any. But if he agree to pay you 抚养费, or the court order him do so, he must pay even if he is not in the US, but the court can't enforce it unless he is in the US. Once he comes back to the US, you can file a complaint to get what he owed, and the court can and will enforce it unless he is willing to go to jail.
