OPT Tax return questions. Thx

I graduated in 2003 and am now working on my OPT.
Haven't been here long enough to be a resident.

My question is: how can I file the return for the social and medicare I have paid in 2003 as a NR?
I could not find the right column in 1040NR-EZ.

Also, does anyone know the standard individual tax exempt amount for 2003?
I think it was $3,200 for 2002.
