某移民律师说的和合同上写的不一样

签合同前，他说先交1800办LC,再交1800办140和485。而合同上写的是
Client has agreed and paid an initial payment towards he legal fee of $1,800 at the time this agreement is signed. another $1800 of legal fee is to be paid when the labor certificate application is approved.

现在等于我不办140和485都要给他钱了，等于3600办了一个LC。

如果协商不成，看来只好跟我的教会朋友、中文学校朋友、校友、老乡们给他宣传宣传了。
