you can get a copy of the police report from the police department. for parking lot accident, they usually won't say who is at fault. does the parking lot have any survellience equipment? last time I had a car accident at the parking lot of wal-mart. the other driver blamed me to be at fault. fortunately the store has video which record what has happened. so the police has no choice but saying that I am not at fault when asked by the insurance company.
