credit card of american bank

We just applied the credit card of american bank.At first, they required we sent 99.00 check to them for opening a saving account,our understanding is that money is not charged but for deposit something. Now We got the card and a letter said they already used 99.00 to open a new saving account(too expensive and never heard open an account needs money).We notice that we misunderstood the use of this 99.00. anyone met such a thing before? can we take the money back and cancel the service?
