"“This bill, for the duration of any tenancy that existed between March 1, 2020, and June 30, 2021, "

The operative word is "existed", not "ended". 

So your lease "existed between March 1, 2020, and June 30, 2021, "  That your lease ended in July 2021 does not change the fact that it existed during those periods.
