reasonable effort

The law says "landlord shall use reasonable effort" to re-rent.  It does not require "heroic effort".

If landlord have other inventories, the law does not require landlord prioritize the unit with a broken lease.  Because in ordinary course of business, the landlord and potential applicants both have input into which unit to rent.  

Similarly, landlord can reject any replacement applicant with credit/ income lower than the tenant who broke lease.  that is to say, Landlord does not need to lower his standard to rent to anyone that applies.  Landlord does not have to lower the rent either.  (he probably can't raise the rent.)
