photo requirement for new

Chinese passport replacement.
Hi, Just saw the requirement from web (http://www.china-embassy.org/chn/hzqz/t170924.htm), saying digitally printed pictures are not accepted. It means pictures have to be developed from traditional film?
Any friend had passport replaced lately, please give your input.
