Every One can start a business in US. When you registe a business (any kind, sole ownership, LLP, S corp or C corp). No body ask your immigration status.

The only thing is you can not work for the business. You may join the management meeting, check account. Even make decisionfor the company. Your employee can work as manager, sales, admins, etc.
