首先谢谢。德州的这个A市，前雇员何时退休和年龄及在另一政府机关的工作

工作年限有关。年金和服务年限有关。年金只和在A市服务年限有关。我已不在A市工作，年金额固定。所以五年前Estimated Retirement Benefits 的数额和我下月将拿的数额一样。我应该早开始拿了。但A市多年前的误导，把我耽搁了。

仍然是如下问题。请帮助。

1. 多年前的  Estimated Retirement Benefits 算不算 Misconduct, or Willful Misconduct ?

2. 多年前市府退休部没 show 我其它退休 eligibility rules 算不算 Delibrate Default?

3. 我没有提早上网查询我的退休时间，能否归咎于市府退休部多年前提供的  Estimated Retirement Benefits？
