You need F2 visa

I believe you need F2 visa if you want to stay with hu*****and for more than half a year. Canadian can stay in US without visa for up to 6 months.

I don't think you are qualified for in-state tuition even after 1 year stay in that state. For foreigners, it requires either you or your spouse work there, say with H1 visa.
