marriage license可以译为 结婚许可证。

marriage certificate 结婚证书

结婚许可证在签发一天后起效，有效期60天。

许可证失效期：whatever the date on the paper, don't invent new stuff.  

You can have some official include a government document explaining marriage license and marriage certificate in IL, and translate that too.
