tax-dependent question

I know tax law requires that dependent must be U.S., Canadian or Mexicon citizen or permanent resident. Can I claim my mother as dependent if I help her to become Mexican permanent resident? She is living in China. How much will be tax difference if I add her as my dependent? Thanks for your inputs.
