給他兩個option

加州對contractor license管制很嚴。你的房客用他的公司使用過期license屬於嚴重違法。一旦受檢控可能要面臨過萬的罰款或prison time。我是你的話就給他兩個option。

A： move out in 3 days and sign the mutual release。You only will pay the market price for the material. No pay any labor.
B： After 3 days，report his unlicensed construction to contractor license board and goto court to evict him

你有他的帳單在手，絕對可以讓license board給他enough trouble。雖然他用公司名義開帳單和做construction，但大部分的contractor不是註冊corporation，liability還是會回到owner的頭上。他想用公司做擋箭牌是不行的。Also, license is link to individual. Who obtained the license, who is in trouble.

BTW，加州的law是明確表明－unlicensed contractor DOES NOT entitle any labor fee。你連500塊也不用給他。

Tips 1：不少contractor借用其他人的license來做construction。你最好查查他給你的license號碼是不是屬於他的。如果不是，叫他明天就走。否則去board report他借用license的事。他將會面臨入獄，借license給他的人也會被立刻revoke license。

Tips 2: 你的住客現在in violation with the law。你不用跟他negotiation任何條件。get out or go to jail!
