再续无良房客-suspended general contractor license

再续无良房客，上次他提供无良账单6800，几倍放大劳动力和不属实的材料费，乱换东西，也是我的错误，同意他做活。 用他建筑公司的名义出账单，有他的执照号，上网一查，已被吊销，在加州，他不能接受大于500快的活。前两天，我指出他租房申请作假，他可能有点害怕，他 提出他可以搬走，我在6／20给他的30天搬家通知，估计他还会赖一段。以前长长的email threaton 我， 现在想要钱，软下来，但我还不确定他真实的意图。我应该怎么合理回复他那？只要他早点搬走，真是的材料费可以报销，但讹诈我难以接受。

For pest control annual agreement,  The actual cost is 650 per year, he asked me to pay him $900 though now he only paid 100. I wonder in California, should landlord pay for the whole year? I can image for the initial treatment, but not whole year.

In California, it is illegal for an unlicensed person to perform contracting work on any project valued at $500 or more in labor and materials. California Business & Professions Code section 7031(a) prevents an unlicensed contractor from collecting on debts owed to them by consumers under contracts due to their unlicensed status. This means that a court will not enforce the illegal contract.

My lawyer office suggests to reply him back with: the eviction will start on 7/19 per the 30 day notice, unless he goes to the law office to sign a stipulation to agree to move out on 7/30. But I don't think he will sign, he needs to find a place, the eviction can give him 2 month time to stay in the house.

But I wont pay him for his material until he moved out. I can use his suspended license as a weapon finally. He threats me all the time, lies after lies, you will never believe how bad a person could be.   Any suggestion on this?
