怎么区分“Collecting Rent” 和“Debt collection”？

PM's responsiblities:

•Handling Tenant and owner Funds
•Property Maintenance and Inspections
•Setting and Collecting Rent
•Marketing, Screening and Retaining Tenants

我雇PM，PM把房费按时交给我，他们没有按时交，就是失职么。如果客户都老老实实把钱按时存在我的账上，我要PM干嘛？
