哪里没看懂？

得到继子的抚养权，The first is for the stepparent to marry or enter into a legal domestic partnership with one of the stepchild’s biological parents，

The second is for the stepparent to formally adopt the stepchild （就是上面说的）

但第一个同样合法啊？
