“所有”包括“两方”，法律不需要具体说“两方”。你不是说法律这个东西自己看就可以看懂吗？
 

JOINDER OF NECESSARY PARTIES

General Rule  5.03 Every person whose presence is necessary to enable the court to adjudicate effectively and completely on the issues in a proceeding shall be joined as a party to the proceeding.
