The lawyer representing your bankcrypted neighbor is your best bet.  Ask/beg him to suggest some lawyers in the same field.  He should have no conflict of interest in refering you to another attorney.

Once you find an attorney, your main goal is to fix the condo board governance issue.  Once you can act on behalf of the HOA as president, you can buy insurance very quickly.  

Regarding attorney fee incurred before the meeting.  During the meeting, right after you become the president, you can immediately "move"  (a procedure to bring a matter to a vote) to have your attorney fee reimbursed by HOA fund.
