Cost saving

I am not a criminal lawyer so I cannot tell you how much a criminal defense would cost in Philadelphia.  But there is NO reason to have TWO lawyers to take care of a case that is essentally the same incident.   If you have to pick, hire a criminal lawyer first and worry about civil case later.  I don't see why her criminal lawyer would not work on the civil case as well.
