一张从未收到的交通罚单引起的

事情是这样的：最近我收到一个collect 公司的邮件，说我老公2012年2月在DC开车超速，因为没交钱且过了60天，DC的DMV就转交给collect company且罚款加倍，并且上报给credit bureaus.问题是我们从未收到过任何信息，包括罚单，照片，邮件，根本就不知道自己speed了（老公当时在DC出差，开得是rental car，这可能是他们没有效联系到我们的原因。现在，我不知道该怎么办。联系了collect公司，他们态度很不好，说这钱你一定要付的。我决定至少要waive late fee，一边写appeal letter给DMV，一边和collect 公司叫他们不要收钱。有人说我可以写封cease and desist信给collect公司，不知道这样的信是否要律师写才有效？另外我看网上的版本好像很严肃，像这个“On [date of phone call(s)], you or someone from your company contacted me about a debt.  I do not believe that I owe this, and I dispute it.
