外州得到的交通罚单，有没有可能逃过罚款

在外州得到交通罚单，写了信争辩。得到了一个form，让从下面两个里选一个。

*I have read and I understand the foregoing rights and instructions. I knowingly and voluntarily waive my right to an attorney at this time. I plead not guilty to all charges. I understand that this case will be set for a pretrial conference. I understand that I may contact the prosecuting attorney prior to pre-trial to discuss my case and request for discovery.

*I have read and I understand the foregoing rights and instructions. I knowingly and voluntarily waive my right to an attorney at this time. I request the court to waive any mandatory appearance and allow me to voluntarily forfeit the bail on all charges.

 

请指教：出庭肯定不可能的情况下，好像上面两个选哪一个都躲不过罚款。是不是如此？请了解的朋友帮助解答。
