Whiplash injury and a racist police officer: any recommendation

I am a 38 Chinese girl from California that traveled to Washington D.C. area for several weeks.

I went to Falls Church, VA on Friday 12 Apr and was rear ended by a white girl who drove an SUV on Lee*****urg Pike. The trunk of my rental car was damaged and destroyed. I called 911 and a police officer came. Although that girl admitted it was her mistake and she did not pay attention at that moment, the police officer refuse to file a police report. Instead, he only gave the girl an oral warning. He asked us to exchange information. When I complained to that girl why she could not be a bit careful, the police offer let me shut up. He threatened to destroy the form that contain the information of the other driver so that I would get nothing. He also comforted that girl that she did not even need to worry about insurance after he figured out that I work for the government and this is a business trip. The police officer even mocked at me and said " Do you speak English?"

At that moment I was overwhelmed and worried. I flew back to California on Saturday, and felt severe back pain, neck pain and headache. I went to doctor on duty on Sunday, and the doctor said I suffered a whiplash injury.

I called the police officer, told him that I had a whiplash, and asked him to file a police report. Once again he refused because "no medical injury at that moment". However, whiplash syndrome usually won't appear until after 24 hours later.

I was trying to get a lawyer in CA but was told that only lawyer in VA can handle this case.

Is there any good lawyer in VA that you could recommend that handle the personal injury case?
