请教老猫

we received a letter from Home Owner Association 3 weeks ago for trimming my yard,we did it immediately and lawn is really neat.yesterday, when we back to home after work, Mexican guy was in my backyard and they did nothing,but since we are on the list, they must do something and took picture. Is this legal to enter my property without telling us? I am in TX. also they broken my back yard door.
