I did.  I spoke to them many times.  They were rude.  They gave me all the reasons why they don't want to have carpet.  I said the co-op by-law requires that 80% of the floor be covered by carpet, and their answer was "talk to the board".  Then they told me that they are entitled to do whatever they want to before 11:30 PM.  They told me to call the cop.
