Question on Child care credit on form 1040

I took $200 child care credit on line 51 of form 1040, and on the state tax form,

it says only 20% federal credit allowed attaching form 2441.

 

Does it mean I only can take $200*0.2=$40 or $200 child credit on state tax return? Thanks.
