I think you should sue your insurace company if you have had pre-auth # and confirmed WRA in its network.
WRA did the service and of course they will charge someone.

Write a letter to your insurance company, and tell them why you felt it was their responsibility and your protential leagal action. you call also contact the state insurace department for your complait.

it is really the deal between WRA and Cigna.
