Contact your title company

Your title insurance insures your exclusive right
of your property, i.e. it insures against any previous claim about your property. Ask the title insurance company
to protect your right through legal means, i.e. ask it to
sue the owner of C and the builder. That usually will force builder to find a solution with C.
