you claim he has income and job in China but he lives in the US. you have to prove it to the IRS. Contact your local friendly IRS field office and arrange for an appointment to discuss this matter. i don't think you will get anything meaningful out of this board. Your local friendly IRS field agent is much more interested in this matter than people here.
