It will cost a lot of money to prove that the 房东 committed fraud. I believe 房东 did commit a fraud. I think $500 should be more than enough for a two-bedroom apartment.

If I were you, I would just make a threat to report her to the police, to expose her action on the Internet, etc and try to negotiate a reasonable price.
