TOKYO, Sept. 28—Foreign Office figures released today revealed that an estimated 140,000 former soldiers and nurses of Japan's once powerful and veteran Kwantung Army were either serving with the Chinese Communist forces in Manchuria or were living independently in Red-held areas.

 

Koto Matsudaira, chief of the Foreign Office's survey bureau, read a report today before the Peace Preservation Committee of the House of Councilors. Mr. Matsudaira asserted that 60,000 Japanese were with the Red Army in Manchuria, mostly in auxiliary units, although some were in the front lines operating mechanized weapons and heavy artillery. Thirty former Japanese pilots, he said, have recently returned from the Soviet Union and are now training pilots for the Chinese Communist Army to fly between "twenty and forty" planes formerly belonging to the Kwantung Army.
