I guess Shanghai-NYC direct flight, can you pick your dad at NYC? It's not that far.
Your dad should be ok for visa, my mom just got her visa in Beijing, she asked only for herself, without my dad.
Why don't you ask the chinese consutlat in US? If they can extend your dad's passport in US, that would be the best option.
