Better start with CPA, but make sure you have enough credits to sit for the CPA exam. After u pass the CPA exams, you could have some interviews. I had a friend graduated with an accounting master degree and didn't have any US working experience, she passed 4 parts of CPA exams in one year after graduation, then she got the offer from big 4.
