HELP!can a 2 year old have teeth filling done?

My daughter is 2 years old this month.  She had some small cavities on her teeth which does not need needle to get the fillings done. Can anybody has the same experience tell me if i should get the fillings done now, or i should wait until she is a little bigger to do it.  the reason is i am so worried that she cannot explain herself very well now if she is not comfortable with the fillings after it's done.
