I'd recommend you go. Since you just moved to the area, attending birthday parties is a good way for you to know some of the parents; and of course, it's a good way for your daughter to social with her friends after school. A gift between $15 to 30 is appropriate.  

But if you do not plan to go or throw a party for your daughter, don't feel pressured.
