You can pull them up into one or two ponytails.  My baby has a lot of hair, she is only ten months, and her bangs are covering her eyes.  I use hair clips or baby hair bands for her.  You can buy the tiny hair bands for her.  Since their hair come in in different layers, if you cut them now, you maybe cutting the outter layer only that's why it is growing out unevenly.
