He said upfront that he just wanted to have some fun, not a serious relationship. Many guys out there like this one. Both are adults. It is your sister's own will to continue seeing him. I don't see any points to blame this guy cold-blooded. Your sister got attached to him emotionally doesn't mean he needed to reward her the same.
