Our company does not pay EMBA without VP approve,but pay MBA

If I want study EMBA, I need VP approve. It more looks like higher level manager can take only. Company will not pay normal employee EMBA. However, for normal MBA, our company pay tuition to everyone. I guess EMBA is much more expensive than normal MBA.
