Yeah, in a decent neighborhood, there might be

restrictive covenant that says you can't hang your laundries facing the street. They do that because they want to build a good image of the community and protect the value of the property.

Only people living in the project hang their clothes in their yard.

The letter is pretty harsh though. However, I think whoever gets the letter should stop what they are doing and start putting their clothes in the dryer.
