should be higher than rent?

950k at 5% per year, that produces < 50k. 

I guess when they bought the place, there is already cost involved.  commission, transaction fees.  so they rent it out.  If they sell it, they incur those charges one more time. 

So they want to hold out hoping for the value to go up.
