Well, still a choice, not 被迫, the only differences is that

the rich have more choices, the poor have less.  Just like people can't say that they 被迫 leave CA because they can't afford a single family house or 被迫 not to shop at Whole Food stores because they can't offord to buy organic food on regular basis.

It's a decision they made for best buy of living with the money they have.
