turbotax 1099是填"不需要“还是“需要但是没有file”？

大部分老地主们说不用报1099。那在turbotax上应该怎么回答

1. did you make any payments that required you to issue a form 1099? yes or no.

2. did you or will you file all required 1099 forms? yes or no

1选no简单，但是担心IRS到时说你撒谎。还是1选yes，2选no？
