It seems that her investment is not that bad.  Many bond fonds declined significantly last spring.  Treasury bond funds are stil below their price at the start of 2013.  Her fund has at least recovered in price, plus she got all the dividends.  It may not be a bad investment.  It may just be NOT good enough for her appetite. 
WFC is not known as bond power house anyway.
