The Pennsylvania Assigned Risk Plan (PAARP) is the state’s "market of last resort" for drivers who cannot find auto insurance through traditional companies. All insurers licensed in Pennsylvania are required to participate and accept a proportional share of high-risk drivers.
Eligibility Requirements
To qualify for PAARP, you must meet the following criteria:
- Failed Search: You must certify that you have tried and failed to obtain auto insurance in Pennsylvania within the preceding 60 days.
- Valid License: You must have a valid driver's license (unless you are a non-driver owner of a vehicle).
- No Unpaid Premiums: You generally cannot have outstanding unpaid premiums from a previous auto policy.
How to Apply
You cannot apply directly to PAARP. Instead, you must work through a certified producer of record (a licensed insurance agent certified by the Plan).
- Find an Agent: Use the Pennsylvania Insurance Department’s Search Tool to find a licensed producer.
- Submit Application: The agent will help you fill out the application and submit it to the Plan.
- Payment: Premium payments must be made via money order, cashier's check, or personal check payable to the "Pennsylvania Assigned Risk Plan." Producers are strictly prohibited from accepting cash for these policies.
Coverage and Costs
- Minimum Coverage: You must carry at least the PA state minimums: $15,000/$30,000 for bodily injury, $5,000 for property damage, and $5,000 for medical benefits.
- Higher Premiums: PAARP is typically much more expensive than the voluntary market. Rates are determined by your driving record, annual mileage, and years of experience.
- "Take-Out" Program: If your driving record improves, the assigned company may mail a "take-out notice" at least 45 days before your policy expires to offer you a standard policy at a lower rate.
