-You can apply for change of status to F1 within US by filing I-539. But it takes longer time for USCIS to approve your application for change of status from B2 to F1 (about 10 months, nromally) Also. if you file change of status within US, you cannot enrol a course until the change of status to F1 application is approved.
If you go outside US to get the F1 visa to come back, you can become an F-1 student immediatley.
Talk to the International Student Office and they will give you advice.
