请教8老师：结婚绿卡何时可以申请公民

想请教一下8老师，结婚绿卡的话，是不是从拿到有条件绿卡开始等三年就可以申请公民了呢？还是拿到正式十年绿卡之后等三年？还有就是我在申请公民的时候如何为我的父母申请绿卡呢？非常感谢！
