请教8老师，公民帮父母办移民，父母现在在美国， 可否只提交 I130？

8 老师好， 请教一下我是公民， 想给爸妈办理绿卡手续， 他们现在在美国， 知道可以I130 和485 一起提交， 但发现交 485 要同时提交 944， 没有准备好所有944材料。 请问父母在美国我能否先提交I 130， 然后按照境外的手续走485？ 但是这样130 的表现在填他们暂居美国？ 还是最好等他们回到中国后再开始申请？ 非常感谢！
