请教8老师，父母入籍的时候，孩子未满16岁，但当时没有申请美国护照。现在孩子21岁了，是否还能申请美国护照？还是需要孩子自己申请入籍？如果可以的话，是否需要先申请N60，还是直接申请护照？谢谢！
